Sullivan County in the Hudson Valley Community Preservation Act (A.9411/S.8938) — Adds Sullivan County to the HVCPA, restoring local home rule and creates a pathway for dedicated funds for environmental resilience and water quality protection.
Clean Deliveries Act (A.3575C/S.1180B) — Requires mandatory emissions review and pollution reduction plans for warehouses over 50,000 sq. ft., protecting our air and neighborhoods from mega-warehouse pollution.
SUNNY Act (A.9111/S.8512B) — Cuts red tape so renters, homeowners, businesses, and schools can install plug-in solar to lower energy bills and reduce emissions.
ASAP Act (A.8758/S.6570) — Accelerates rooftop and community solar deployment and drives down interconnection costs to lower energy costs for homes and businesses statewide.
Ratepayer Refund Act (A.08150/S.07693) — Requires utilities to return excess revenues back to customers.
Data Center Moratorium (A.10141/S.9144) — Pauses new data center construction for three years while state agencies establish rules to prevent the industry's environmental harms.
PRRIA Act (A.1749/S.1464) — Requires corporations to reduce unnecessary packaging, eliminate toxic materials, and fund improvements to New York's recycling infrastructure.

As a Catskill Mountainkeeper supporter and resident who cares deeply about protecting our natural resources, prioritizing clean air and water for community health, and building the clean energy future now, I urge you to prioritize the following priority bills for the Catskills and Hudson Valley region before the end of the 2026 legislative session:

1. Including Sullivan County in the Hudson Valley Community Preservation Act (A.9411/S.8938). This bill would amend the General Municipal Law and Tax Law to add Sullivan County to the list of designated communities eligible for Community Preservation Funds (CPFs) under the Hudson Valley Community Preservation Act (HVCPA). Passing this bill is an important step that restores local home rule to Sullivan County municipalities and creates a pathway for dedicated Community Preservation Funds to support long-term environmental resilience, water quality protection, and sustainable economic development.

2. Clean Deliveries Act (A.3575C/S.1180B). As more and more mega-warehouses are being proposed and located in the Catskills and Hudson Valley, our communities deserve the right rules and regulations in place to prevent these warehouses from polluting our air and neighborhoods. The Clean Deliveries Act would establish mandatory emissions review for warehouses over 50,000 square feet and requires them to adopt pollution reduction plans.

3. Solar Up Now, New York (SUNNY) Act (A.9111/S.8512B). This bill would cut red tape so renters, homeowners, businesses, and schools can install plug-in solar to lower their energy bills and cut emissions.

4. Accelerate Solar for Affordable Power (ASAP) Act (A.8758/S.6570). To lower household energy costs and meet growing electricity demand, New York needs to increase energy supply quickly and cost-effectively. The ASAP Act would help accelerate rooftop and community solar deployment and drive down interconnection costs, lowering energy costs for homes and businesses across New York.

5. Ratepayer Refund Act (A.08150/S.07693). This bill would require electric and gas utilities to return all revenues in excess of their authorized rates of return on equity to ratepayers, essentially giving back money they didn't earn to customers.

6. Data Center Moratorium (A.10141/S.9144). This bill would establish a temporary moratorium on data center construction and requires the Department of Environmental Conservation and the Public Service Commission to conduct thorough reviews over the course of three years and institute rules and regulations to prevent the industry’s harms.

7. Packaging Reduction and Recycling Infrastructure (PRRIA) Act (A.1749 / S.1464). This bill would require big corporations to reduce unnecessary packaging, eliminate toxic chemicals from packaging materials, and fund improvements to New York’s recycling system.
